Atoka Recreation Complex Master Plan
Project Narrative
The Washington Parish Recreation District No. 1 commissioned Spangler Engineering and Roy T. Dufreche & Associates to develop a comprehensive master plan for a 115-acre undeveloped site located outside Franklinton, Louisiana.
The envisioned program included a park office building, a future gymnasium, a trailhead park with a pond and playground, three baseball quadplexes, soccer and football fields, multi-use sports fields, and an extensive perimeter recreational trail system. The program also required over 900 parking spaces and efficient vehicular circulation system throughout the complex.
The planning process began with a thorough site inventory and analysis. The primary challenges were the property’s irregular configuration and varied topography. These were addressed through strategic grading to create level areas for the sports fields, combined with creative placement of program elements within the site boundaries.
The final master plan organizes most of the active recreational uses along the perimeter of the property, reserving the central area for parking, green space, and future flexibility. Additional elements include a maintenance barn, playgrounds, restroom facilities, a water park, and concessions buildings.
A detailed development cost summary was prepared and presented to the client, providing clear estimates for all proposed program elements.
This master plan establishes a cohesive, forward-thinking framework that will transform the site into a vibrant, multi-functional recreational destination for the citizens of Washington Parish.
